Ralph H. Upson saw the need for major improvements to the hot air balloon.  His inventions improved the balloon's ability to shed rain or snow and reduce the ballast needed for a long journey.  His invention also allowed for balloons to reach a higher altitude and maintain a stable altitude throughout the flight.  After filing his application on May 18, 1923, Upson's designs were patented on September 15, 1925.
